LibreOffice is using this for ages but I never actually packaged it
externally. No idea why, maybe I was afraid of dependency/build system
hell.

But now I've revisited it and using gradle it was quite straightforward (at 
least it seemed so)
so let's (try to) package it for forky and later and make LO 
(liblibreoffice-java) use it;
it currently is a internal code copy ending up in ure-java...

I'll put this under the umbrella of the Java team.
