Atomic operations are very slow on hppa. The testatomic runtime is about
80 seconds on 4-way 800 MHz rp3440.
Timeout could be bumped up a lot as proposed in the attached patch or
maybe testatomic could be skipped on hppa.

This isn't available on non-Linux platforms, and isn't practically
