ros2-rcutils fails to cross build from source, because its build system
examines the host's sysconfigdata module. This is provided by
libpython3-dev and a dependency for that package is missing. Once adding
it, ros2-rcutils cross builds just fine. I'm attaching the obvious patch
for your convenience.
