The login screen seems like a natural point for a user to think about user
accounts, or for someone to realize they need an account and ask an
administrator for help. gdm could optionally have an "Add User" button, which
would prompt for all the necessary information to add a user, then request the
root password, and invoke adduser. The screen requesting the root password
should display a summary of all the information about the user to add.

I'm closing this bug since the corresponding upstream issue was closed
a long time ago. The Debian GNOME team doesn't have the extra capacity
to implement features like this directly in Debian.
The original issue was opened a long time ago before GNOME had a
unified Settings app to easily allow adding additional users.
If a system does not have any users, gnome-initial-setup can create a
user. This utility was included by default in Debian GNOME 12, but has
to be installed manually in later versions.
Here is an open upstream issue requesting a "guest user" feature:
