canonicalized with `debputy reformat` (similar to `wrap-and-sort

The autopkgtest specification

and/or whitespace". The implementation used in autopkgtest is to replace
all commas with spaces, then split on whitespace, discarding any leading
or trailing empty tokens. I've opened
