cython-legacy was introduced as a transitional measure until cython
version 3.x was supported by all source packages using cython.
There are now no source packages in unstable or testing (main)
depending on cython3-legacy and no binary packages either, so this
legacy package can be removed. (It also has an RC bug against it, and
doesn't really work with Python 3.12.)
