libboost-system-dev is removed in 1.90, so the question is what to do with it in the defaults package. The package is obsolete, but used as a build dependency in many places. So either

 - drop it and change some dozen packages for the
   changed build dependency

 - let libboost-system-dev depend on libboost-dev

 - let libboost-dev provide libboost-system-dev
