Hi,
I guess for historic reasons, keymgr is installed in /usr/sbin which
traditionally is for super-user commands where /usr/bin contains
programs used by non-privileged users.
Given that keymgr can be used by any user to create keys, I think it
makes sense to move it to /usr/bin.
