rocblas runs into an internal compiler error on ppc64el. Therefore
ppc64el support has been dropped from the source package. We cannot
remove its binaries due to reverse dependencies yet one of them is
hipblas.
Please remove all ppc64el packages built by src:hipblas from unstable.
magma-rocm must be removed, before hipblas can be removed: #1126495
