Salsa CI just started using debci 3.14, and the creation of the
autopkgtest LXC testbeds for buster/stretch failed with this error

For those two suites, we set the environment variable `debci_mirror` to
http://archive.debian.org/debian, so the error message indicates that
this environment variable is not honored anymore.
Looking at the changes in debci 3.14, I guess it's due to the move to
using sudo to run autopkgtest-build-lxc.
I could fix the issue with:
