Christian dropped ppc64el support from rocblas and it is no longer built
in unstable. Still old binaries are left. Since testing still has
ppc64el binaries, migration is blocked. Could you please remove all
ppc64el binaries built by rocblas from unstable as it does not look like
it is coming back soon?
