Dear Maintainer,

libssl1.1 postinst queries unguarded for the following template:

    db_get libraries/restart-without-asking

However unfortunate people who have have /var/cache/debconf removed,
will at this point get error code 10 from db_get for template not
found and libssl1.1 will fail to configure. As per debconf-devel
guidance shared templates like these should be copied into each
package that uses them.

Please copy libraries/restart-without-asking template from glibc into
openssl package.
