The explanation for missing-systemd-service-for-init.d-rcS-script states that 
systemd has a SysV compatiblity mode. This is gone since systemd 260, which has 
just entered Forky.

At this point, packages that ship SysV init.d scripts without a matching 
systemd unit must be a hard fail, since they won't work on systems where 
init=systemd. The tag's priority already is Error (which is correct), but the 
explanation should emphasize that SysV compatibility is gone and therefore a 
package that only ships an init.d script won't be bootable.
