This package was removed before due to dead upstream. I re-introduced it
while updating golang-google-cloud 0.115.0. And now golang-google-cloud
has already updated to 0.117.0 which do not needed it anymore.
For security reason, I am hereby request to removal this dead upstream
package again from our archive.
