The 0.9.8-2 upload of ggml fixed the FTBFS on riscv64 documented in
#1131762 (as tested on a porterbox), but also revealed a new one [2].
I saw this new failure in a very basic riscv64 VM, but because it did
not occur on the porterbox, I assumed that I had configured my VM wrong.
