Or if it needs a system bus, a better way to spell that would be

so that any implementation of a D-Bus system bus is accepted (in 
practice either the reference implementation represented by the dbus 
package, or the reimplementation in the dbus-broker package).

If it needs both, then adding both dependencies would make sense.
