icann-rdap-cli declares a Conflict with rdap. Policy section 10.1
requires that this is reserved for cases where different packages
implement the same functionality. However, rdap behaves quite
differently between those two packages. If you compare --help output of
the too implementations, you immediately observe that there is little
overlap in options. Even for shared functionality, the options are
different (--base-url vs --bs-url, --timeout-secs vs --timeout, -O
gtld-whois vs --whois, --query-type vs --type). It is fairly obvious
that these do not provide the same functionality.
It also is clear that this kind of bug is contentious. For instance, a
similar conflict about rename (util-linux vs perl) was brought to the
CTTE as #966468. There, it was ruled that neither the Conflict nor
alternatives mechanism could be used. I argue that this case is very
similar.
