This is a bug. /etc/alsa/modprobe-post-install.d/alsa-utils should wait for
/usr/sbin/alsactl to become available. Someone already reported the same bug
in the udev script and it has been fixed for the next release. The modprobe
post-install script needs the same fix.

Since mounting /usr in initramfs is mandatory for many many years now,
this bug has become obsolete and it's safe to close it.
