Hi.

The program is useless for most end-users in all parts of the world where 
english is not the locale (and where end-users are typically not english 
litterate).

It seems that the translation effort was discussed upstream, but I'm not sure 
this has been made possible at last.

There is nothing Debian GNU/Linux can do about it.
