Afaiui there are currently two providers of systemd-tmpfiles in Debian,
the one included in systemd and systemd-standalone-tmpfiles. systemd
runs the included service at boot-up, the standalone version does not
provide a service but needs to invoked manually (in the maintainer
script). So if one cares about non-systemd-setups tmpfiles.d still can
be used for generating persistant directories (use-case: directories
owned per-package system-users) but cannot be used for volatile dirs
(e.g. in /tmp) without shipping an alternative implementation. Unless
the package provides an alternative code-path for non-systemds-setups
(or if the tmpfiles are otional) a dependency on either
systemd | systemd-standalone-tmpfiles | systemd-tmpfiles
(persistant dirs only) or
systemd
should be addded.
All of the above very much afaiui, doublechecking needed.
It would be really nice if the abovementioned inconsistency was fixed
and if the manpage provided some guidance here.
