When installing the package, it prints the message
  Module mod-dnssd installed; run /etc/init.d/apache2 force-reload to enable.

However nothing happened after doing force-reload. A server restart
was required before the service was published.

Hi,

I've adopted mod-dnssd (0.6-6 is now in unstable) and am closing obsolete
bugs.

This report is from the Apache 2.2 / sysvinit era and the mechanism it
describes no longer exists. Back then the maintainer scripts printed
"Module mod-dnssd installed; run /etc/init.d/apache2 force-reload to
enable" and left enabling to the user. Once the packaging was modernized
(the Apache 2.4 port and dh conversion in 0.6-3.1 / 0.6-3.2), the module
became enabled automatically via dh_apache2's apache2_invoke /
apache2-maintscript-helper, which reloads apache for you. There is no
manual force-reload step and no such message, and /etc/init.d/apache2 is
superseded by systemd.

Closing as no longer applicable. If a reload-vs-restart gap still shows up
on current Apache 2.4 (bookworm/trixie), for example the module not
re-announcing its DNS-SD service on a graceful reload, please reopen with
the apache2 and avahi-daemon versions and I'll look into the underlying
behaviour.
