This looks like it comes from https://salsa.debian.org/gnome-team/extras/gexiv2-0.14/-/commit/7ee373a8e620bdf5126efb46920343c0339eca40 , so the gir file is apparently needed for GIMP.

If I build gexiv2 0.14.6 locally and install it, I can build GIMP again.

If you're building gimp from upstream source using Debian's gexiv2
packaging, you will need to apply the 2 gexiv patches from
https://salsa.debian.org/gnome-team/extras/gimp/-/tree/debian/latest/debian/patches

I'm closing this bug because we are intentionally trying to get rid of
the old gexiv2 0.10 from Debian and not providing the gir file is part
of that.
