Since version 7.20260524 dh_python no longer runs if the source package is
using the X-Dh-Compat source stanza instead of debhelper-compat or the legacy
debian/compat file.
There aren't many packages in the archive using X-Dh-Compat just yet, but this
makes experimenting with newer compatibility levels impossible for Python
packages.
dh_python could also use "dh_assistant active-compat-level" to avoid
re-implementing this logic.
