The 4.x series of Bazel is rather old at this point and there have been
significant improvements in the 5.x series. Some of those improvements will
have a direct and positive impact on ease of packaging, ease of use, and
ease of maintainability of the Bazel infrastructure in Debian. We should
upgrade.
Filing this bug to track progress and to allow for blocking by other required
packaging actions.
