In my opinion, there is the following problem in the

debian-13.4.0-amd64-netinst.iso procedure:

If an USB-uart adapter CP210x is detected during installation, the system
is built-up and configured for a visual impaired user, with brttly and
speech-dispatcher automatically activated at boot.

Should the CP210x be an interface to something else than a visual aid device,
disabling or de-installing brttly and especially speech-dispatcher is a
nightmare, that normally makes the system unbootable.

In my case, the CP210x was an interface to a radio receiver.

The workaround was to remove the CP210x adapter during the installation.
But it took a full day of trials to spot the problem.

The choice that the CP210x is for aid to a visual impaired user and not for
some other device should not be automatic and opaque. Alternatively, users
should be warned to remove their USB CP210x during installation.
