default debian dhcp3-server compile options don't allow dhcp3 to listen on gre 
tunnel interfaces.

error message is:
dhcpd: brisbane: unknown hardware address type 778

need to set USE_SOCKETS in site.h for it to work. Is there any reason that this 
isn't the default?

Ideally this would be a runtime option per interface, but that's probably an 
upstream package thing.
