About the archive rebuild: The build was made on virtual machines from AWS,
using sbuild and a reduced chroot with only build-essential packages.

reassign and add an affects on src:openkim-models, so that this is still

- Bump Standards-Version to 4.7.4, drop redundant Priority field.
- Switch to debhelper compat level 14 and add the now-required
dh-sequence-single-binary to Build-Depends.
- debian/watch: convert to version 5 format and add uversionmangle
so that the dashed upstream version (2021-08-11) is compared
against the packaged one (2021.08.11); fixes the salsa-ci
watch_file check.
- debian/copyright: record the LGPL-3, LGPL-2.1(+), GPL-2, GPL,
Expat, MPL-2.0 and dual-licensed items shipped in the collection;
lrc is now clean.
- Add debian/salsa-ci.yml with license reconciliation enabled,
replacing debian/.gitlab-ci.yml.
- Drop obsolete library-not-linked-against-libc override; the tag no
longer exists in lintian.
- Add debian/source/lintian-overrides for the two remaining tags
that cannot be fixed without breaking licenserecon or changing the
orig tarball.
- Add debian/upstream/metadata.
- Add Forwarded field to 10_Use_higher_cmake_ver.patch.
