bits set udev cannot run it:

I'm curious as to how yours got to be that way, it is both executable
on the system I have it installed on, and executable in the package
which I uploaded...  ??

So afaicks there is no bug here that is not the result of something
you did locally, but if there is evidence of how this came to be on
a more global scale, please feel free to reopen it with new clues to
that effect...
