I request permission to do the transition for gnome-desktop 51 which
is currently in experimental.

I verified that all reverse-dependencies build. Most were successful
with the Salsa CI test. The rest I verified locally.
- budgie-control-center 2.1.2-1 builds but that version was released
after the Salsa CI test
- phosh builds ok as long as phoc is rebuilt against the new gnome-desktop first
- phosh-mobile-settings builds ok as long as phoc and then phosh is
rebuilt against the new gnome-desktop first. phosh-mobile-settings
does not need to be rebuilt for this transition though.

We recently successfully completed this transition in Ubuntu where it
got entangled with the gnome-shell & mutter 51 transition. The
gnome-desktop transition was ineligible to smoothly migrate. I believe
that was because Ubuntu did the removal of the "gnome-rr" packages,
including gir1.2-gnomerr-4.0, at the same time as the C soname
increase transition. I believe gir* packages are not eligible for
smooth migration since they are in section introspection instead of
section libs or oldlibs. I believe I have avoided this in Debian by
first doing the gnome-rr removal in gnome-desktop 44.5-2 which has
already migrated to Testing. (The gnome-rr components had no remaining
reverse dependencies.)
