At each system start, I get a system email with:
exim paniclog /var/log/exim4/paniclog on d_baron has non-zero size, mail
system might be broken
It's not :-)
The paniclog will contain a few entries like:
2006-09-11 13:32:26 1GMj5W-0002TB-3n User 0 set for address_file transport
is on the fixed_never_users list
I do not know why certain messages get to never-never-land but these entries
are not in the other exim4 logs so I cannot get to them using webmin or
such.

You have, however, a severely misconfigured exim since you have the
address_file transport misconfigured.

These entries are in the paniclog, they are documented to end up in
the panic log (see spec.txt chapter 6, second paragraph), and if your
click-and-drool tools do not provide access to the exim paniclog then
they are broken and should be fixed.
The warnings can be switched off by editing
/etc/cron.daily/exim4-base, but I'd advise to fix the issue that
causes them.
This is not a bug, it is a documented (new) feature. Closing the bug.
