By "accessibility issue" I mean "issue that might stop some
disabled people from using the software for no good reason".
For example, a blind person ought to be able to use a text
editor with speech synthesis; if there is no such text
editor in Debian then that's an accessibility issue. But
the fact that a blind person can't use the Gimp is probably
not an accessibility issue (because the Gimp is a drawing
package which excludes the blind by its very nature) -
that's why I added "for no good reason" above. However it's
still possible for the Gimp to have accessibility issues for
people with low vision.
Other disabilities include motor problems (e.g. inability to
press certain control key combinations that can't be
reassigned; reliance too much on the physical mouse; etc)
It would be nice if there is a new tag for accessibility
issues because otherwise such bugs do tend to "get lost"
among normal bug reports. Some developers might consider a
bug report slightly more important if it's an accessibility
issue (he says hopefully!) and it is less likely to be
accidentally filed as "minor" just because it relates to
some unusual preference settings that are assumed to be
non-essential (but are actually essential for those who need
them).
