Hi!

I have run reportbug --configure, and have answered what my real name
was.
I have expected reportbug to take my name, put it in the config file,
and then when I report any bug, use my name.

Apparently accented characters are not handled.

We could argue if reportbug should accept accented characters for a name
or not, but it should check the input and validate it, instead of giving
me a traceback.

This is a duplicate of at least 2 existing bugs (the numbers of which
I am far too lazy to look up), and was fixed in 3.29.4.
