Hi,
I believe that this bug was caused by a temporary inconsistency in your
system, where additional updates were pulled in at the same time you
wanted to install mozilla-firefox-locale-fr-fr (apt upgrades and
installs packages in the same run).
Additionally, on a current testing system as well as on a current
unstable system, this bug is not reproducible.
Given these two reasons, I'm closing this bug now.
