You need to run pango-querymodules > /etc/pango/pango.modules, not just
"pango-querymodules".

This is supposed to happen automatically, on package installation. I
think this might have been a transient bug now solved, or it was a
consequence of the circular dependencies. I'm closing this bug, please
reopen it if you still get the bug.
