This bug has effectively been fixed already in experimental, by virtue of
the fact that libgl1-mesa-directfb-dev is no longer being built and
therefore it doesn't matter what provides it doesn't declare. :)
So unless something changes, this bug will be fixed in unstable when mesa
6.5.0 is uploaded.
