In d-i, kbd-chooser's prebaseconfig chroots to /target and runs
install-keymap with the user's selected keymap. On 2.4, this works and
we get a etc/console/boottime.kmap.gz in target. On 2.6, this has
recently stopped working, and we get many repeats of this to stderr
(caught into the d-i log):

Couldn't get a file descriptor referring to the console
Couldn't get a file descriptor referring to the console
Couldn't get a file descriptor referring to the console
Couldn't get a file descriptor referring to the console
Failed to preserve keymap!

And no keymap is installed. This resulted in base-config reconfiguring
console-common and asking extra questions when it didn't need to,
although I am working around this by making base-config more robust.

Agreed;

This bug has not been seen for ages; changes in console-{tools,common} since
its submission probably responsible.
