I've noticed that network-manager-kde doesn't depend on the dbus
package, which is a bug since that package is needed. 

When the dbus package isn't present, the network-manager-kde output is:

network-manager-kde depends on the network-manager package. and the
network-manager package itself depends on the dbus package. So, dbus
should be installed on your system (that's why I'm closing this bug).
Are you sure dbus is not installed (apt-cache policy dbus)?
