The fix to Bug#185786 is sending all changelogs out in base64.
This makes it extremely difficult to grep the mail looking for
"what caused package <foo> to break".
(In earthier terms, it's pissing the hell out of me because I can't find
a utility to batch-convert a big pile of mail out of base64 so I'm going
to have to do some perl hacking.)
CERTAINLY, unless the non-isascii() character density is high,
quoted-printable should be preferred over base64.
AND I'd like an option to always use 8bit transfer encoding, or disable it
entirely, because for local logging (a popular use of the mail option),
it's quite reasonable to make assumptions about the capability of the
mail transport layer.
I'm sorry it took a while to notice, but I don't need to do such
digging very often.
