attached is a proposed patch for the debconf-template about access to a
mirror. The patchs points out more clearly that different layouts or access
methods can be used by editing fai.conf.

I close this bug, since FAI does not use debconf for itself
anymore, so a debconf template text is not needed. This will not
change in the near future.
