The bug appears when the ru_RU.KOI8-R locale is set and gvim is started
using this locale settings. Any GUI-dialog boxes contain the russian
labels in unreadable form, for example analog of "File/Open" and so on.
Although the main menu is rendered correctly.

As discussed in the follow-up this is a misconfiguration of Xresources
