It could be interesting if you could take a look at FreeBSD's manpages for
the ntp utilities. They provide very complete manpages which could be
useful also for the Debian package (the HTML pages are cumbersome).

They have been written by Dennis Ferguson at the University
of Toronto but have no (C) information so it would be necessary to contact
him and ask him to "open it up", if you consider them worthwhile.
