Debian stable has version 4.5.1-4.
You will find a much more updated version in unstable,
but you might have to wait until latex-cjk-chinese-arphic
is out of the NEW queue and arrives in the unstable branch.
I hope this will be soon.

This last version works with Debian teTeX3 and Debian
TeXlive.
