Hi,
I don't know if I've misunderstood something here, but there
seems to be a bug with bg5latex.
The Chinese character that I am trying to typeset is this
(in Big5 coding and MIME-encoded base64):
sns=
That has a '{' as its second byte, so obviously it's going
to trip up latex unless I use the Bg5text environment.
Now, I thought that the use of the "bg5latex" command will
avoid the need for Bg5text. But when I try to tex this file
with bg5latex:

I get "Package CJK Error: Invalid character code." (The

Everything works fine with "Bg5text" and running ordinary
latex. (For completeness, I also tried using "Bg5text" with
"bg5latex", and it failed.)

Debian unstable has a much more updated version.
Mind though that it has been renamed to "latex-cjk";
you will find a transitional package called "cjk-latex"
for a smooth upgrade.
latex-cjk-chinese-arphic, which contains the Chinese
Arphic fonts, are still in the NEW queue; you might
want to wait upgrading before it has reached Debian
unstable.
If, after upgrading, you still experience problems with
bg5latex, then do not hesitate to reopen this bug.
