Yesterday I noted that my system clock was an hour fast. I set it to a valid value, rebooted the system, and (surprise!) the problem renewed. After some investigation I found that hwclock is now run before /usr is mounted, so it assumes that the local time zone is UTC (because /etc/localtime was a dangling symlink on that time). To make it more clear, here's an example from my system.
