/usr/lib/ruby/1.8/gettext/parser/activerecord.rb
requires rubygems. See line 90:

but gems is not packaged (yet?), so attempt to use
GetText.update_pofiles ()
(see /usr/share/doc/libgettext-ruby1.8/examples/rails/Rakefile.gz for
example) fails.
