It does not depend on the locale - setting LC_ALL to en_EN has the same effect.
The directory ~/.debtags exists but is empty.
If I touch ~/.debtags/patch, it works; it seems that the application tries to 
rename
~/.debtags/patch to ~/.debtags/patch~ , no matter if the file exists ;-)
