In the latest package, values in /etc/defaults/acct were added that
aren't respected by all utilities in the acct package.
The new default for the ACCT_LOGFILE is /var/log/account/pacct instead
of /var/account/pacct.
There are two problems with this.
1. Since /var/log/account/pacct didn't exist, an error was reported the
first time, and though the /var/log/account directory was created,
/var/log/account/pacct was not, so no processes were logged.
`touch /var/log/account/pacct` fixes this problem.
2. Though the accounting file is now written to in
/var/log/account/pacct, lastcomm (and presumably sa, etc.) don't
respect that value, but use their old default, /var/account/pacct,
and thus those utilities no longer work, unless the file is specified
on the command line.
Changing the /etc/defaults/acct ACCT_LOGFILE back to the old default
works, but the real fix is to have all utilities respect that value,
or remove the option.
