It would be nice to have something like /etc/defaultgroups containing e.g.
cdrom, audio, plugdev, floppy, video and a way to call adduser with
--default-groups so newly created users get put in those groups. I think
especially our inexperienced users would heavily benefit from such an option.

>From adduser.conf(5):
       ADD_EXTRA_GROUPS
              Setting  this to something other than 0 (the default) will cause
              adduser to add newly created non-system users  to  the  list  of
              groups defined by EXTRA_GROUPS (below).

       EXTRA_GROUPS
              This  is  the  list  of groups that new non-system users will be
              added to.  By default, this list is 'dialout cdrom floppy  audio
              src video lp users'

If this is not what you mean, please feel free to re-open this bug
with explanation what you want.
