The user has UTF-8 in their name. (Not sure if this is in Maintainer or the git tagger line, but it doesn't matter.) Trad email is still 7-bit :-/ and apparently people are still (i) enforcing this (ii) not automatically doing the quoting in the MTA. We will need to use a proper email library to massage the recipient fields (at least, the ones that aren't role addresses).
