I believe this bug is due to the introduction of pool.ntp.org in /etc/ntp.conf:

Running ntpdate to synchronize clockError : Temporary failure in name resolution.

It seems that it is the resolver that causes the wait. Perhaps it is possible for ntpdate to set the resolver timeout to a lower value?

The obvious workaround is to only use IP addresses in /etc/ntp.conf
